Drug-Facilitated Sexual Assault: Recognize and Respond.

Marc A. LeBeau, PhD, is a Senior Forensic Scientist of the Scientific Analysis Section at the FBI Laboratory. He has worked as a Forensic Chemist and Toxicologist for the FBI since 1994 and has testified in federal, state, and county courts throughout the United States. Separately, he is President of LeBeau Forensic Toxicology Consulting, LLC. Dr. LeBeau holds a bachelor’s degree in Chemistry and Criminal Justice from Central Missouri State University (1988) and a Master of Science degree in Forensic Science from the University of New Haven (1990). He was employed in the St. Louis County Medical Examiner's Office (1990-1994), before beginning his career with the FBI. In 2005, he received his Doctorate in Toxicology from the University of Maryland - Baltimore. As a Fellow of the American Board of Forensic Toxicology, Dr. LeBeau is active in numerous scientific organizations. He serves as the immediate Past-President of The International Association of Forensic Toxicologists (TIAFT) and is a Fellow of the American Academy of Forensic Sciences (AAFS). Additionally, Dr. LeBeau is a member and Past-President of the Society of Forensic Toxicologists (SOFT). Dr. LeBeau has spent much of his career advancing forensic sciences. He has served as a Commissioner on the National Commission on Forensic Science, the chairman of the Scientific Working Group on the Forensic Analysis of Chemical Terrorism (SWGFACT), and co-chair to the Scientific Working Group on the Forensic Analysis on Chemical, Biological, Radiological, and Nuclear Terrorism (SWGCBRN). He was also a co-chair of the Scientific Working Group for Forensic Toxicology (SWGTOX). He was the first Chair for the Forensic Toxicology Subcommittee of the Organization of Scientific Area Committees (OSAC). Currently he is the Chair of the OSAC's Chemistry SAC for Seized Drugs and Toxicology. He also is the Chair of the AAFS Standards Board's Toxicology Consensus Body. In 2004 and 2020, Dr. LeBeau won the FBI Director's Award for Outstanding Scientific Advancement, the 2008 End Violence Against Women (EVAW) International Visionary Award, and the 2015 Alexander 0. Gett/er Award, as well as the 2023 Rolla Harger Award from the Toxicology Section of the American Academy of Forensic Sciences in 2015.

Sgt Gibson a public safety professional, public safety leader, and emergency nurse. He uses his experience as a law enforcement officer, law enforcement supervisor, emergency nurse, paramedic, public safety instructor, and former firefighter to operate as a recognized expert when events converge at the confluence of emergency care, public safety, and criminal justice.

Megan is the Hospital Program Coordinator for the Sexual Assault Response Network of Central Ohio (SARNCO). Megan’s studied in undergrad university were in Psychology with an emphasis on Physiological Psychology while her master studies have been in Bioethics and currently in Social Work. Megan started her career as an ABA Therapist in Wisconsin working with children with Autism before moving into Child Protective Services as Family Support, Case Management and Intake. Megan has also worked in various hospital settings which include the Emergency Department, ICU and Oncology in hospital administration. Megan has been in her current role with SARNCO for 3 years where she works with Advocates who respond to Emergency Departments in Franklin County for survivors who have experienced sexual assault and domestic violence. In her spare time, Megan enjoys spending time with her husband, daughter and training her Cane Corso.

Kara Keating is a Senior Assistant Attorney General in the Special Prosecutions Section of the Ohio Attorney General’s Office. She prosecutes cases involving sexual abuse and violence against children and intimate partners throughout the State of Ohio. Ms. Keating previously served for over 10 years as an Assistant Prosecuting Attorney at the Franklin County Prosecutor’s Office, the last two of which she was Director of the Special Victims Unit. She is a graduate of The Ohio State University Fisher College of Business and Capital University Law School.

Bill Walton is a Senior Assistant Attorney General in the Special Prosecutions Section of the Ohio Attorney General’s Office, prosecuting cases in all 88 counties in Ohio. He has nearly 22 years of trial and negotiation experience, with 20 years with the Franklin County Prosecutors Office and 5 years in the Special Victims Unit. Bill has extensive experience prosecuting adult felony criminal cases, such as: homicide, rape, sexual assaults, aggravated robbery, aggravated burglary, aggravated vehicular homicide & assault, domestic violence, drug possession, drug trafficking, manslaughter, patient abuse, menacing by stalking, and violations of protection orders. He is a graduate of Centre University and Capital University Law School.

Laura Kaiser, MBA, BSN, RN, SANE-A is the Executive Director of Forensic Nursing Network, Inc., a nonprofit organization that trains and supports forensic programs. Laura has completed Sexual Assault Nurse Examiner training for pediatrics, adolescent, and adults in both military and civilian populations. She’s practiced as a forensic nurse for twenty years. Laura’s received national certification as a sexual assault nurse examiner for the adult/adolescent population. Laura restructured and managed a large six-facility forensic program in central Ohio. She's trained others in forensics and sexual assault in both didactic and clinical simulation settings. These published trainings include advocates, nurses, and physicians throughout the United States. Laura has served as President and Treasurer for the International Association of Forensic Nurses- Ohio Chapter. She currently sits on the Sexual Assault Advisory Board for Ohio. She has presented at numerous local and international conferences on multiple forensic topics including Human Trafficking, Sexual Assault, and other forms of intentional violence.
